The Eu has frozen 600 million euros worth of aid to Afghanistan in the lead up to the 20th July conference. The UN envoy, Vygaudas Usackas, explained that the decision to put off paying out the first of the funding appropriations until September was made in order “to see what the Afghan priorities are and what part the European programme will play”. The funding is due to be paid in three tranches of 200 million euros each over the next three years.
